The Administrative Services Only folks have reported that the mailing related to the Health Benefit Award went out on time and should be received by members of our Welfare Fund this week or early next.

A separate mailing is being prepared for our members in the Transit Authority since they are not a part of our Welfare Fund.

There is also some mail going out from Anthem/Emblem Health on the Medicare Advantage Program and it is pretty self-explanatory.

One exam is opening of interest to a limited number of our members. The Qualified Incumbent Exam for Administrative Tests and Measurement Specialist is primarily meant to give permanent status to persons already holding the job. Thus, it is not your normal open competitive exam. However, for those who are qualified to take the test, it is open from August 25-September 8.

One last sorrow. Grand Prospect Hall, where OSA celebrated many a holiday party, is being demolished. That gorgeous site in Brooklyn, a beautiful piece of New York history, was never landmarked and is now gone, a victim, we assume, of COVID.

The Health Benefit Award claim forms have been designed and are at the printers. Members can expect to receive the forms in the mail before the end of August. The union plans to mail out awards and checks as the completed forms (and proofs of vaccination) are returned.

Members currently "red circled" by the City in relation to the new minimum salaries are reminded that not only can their current agency decide on a salary increase, but also that even a lateral transfer will result in an increase to the new minimum.

Ballots on the contract should be returned as soon as received. Please make sure you put a one ounce 55 cent stamp on the ballot return envelope before mailing. The post office will not deliver mail without the proper postage.

DCAS has just informed us of a change in plan on the ending of the existing Associate Staff Analyst List #5014 and the establishing of the new lists from the 2019 Associate Staff Analyst exams. Previously, the end date, as we announced in the July 26th Newsline, was supposed to be August 10, 2021.

DCAS has now extended the old list a bit further. Because they must extend lists in one year increments, the new official end date of the list is 8/10/22. However, DCAS assures us that they intend to exhaust the old list in the upcoming weeks and that the old list will die at that point and the new 2019 lists will be established. We will provide updates as we receive them.

OSA Newsline -- August 4, 2021

Our longest running negotiation is finally concluded. The City has agreed and our negotiating team has agreed as well.

Members will soon be able to view the proposed Memorandum of Agreement on this website.

Our mailing house will be sending out ballots to all dues paying members as quickly as they can.

We will need time for the mail to arrive and members to mail their responses back. We do expect a yes vote on the contract because of its final terms.

If it is approved, members can hope for payment of the 7.4% compounded raises by this Fall, possibly as early as October.

We thank all of our members for their patience over our longest-ever negotiation. We thank also our negotiating team and, especially, our legal counsel whose efforts were crucial during this effort.
