OSA Newsline - April 27, 1998

This Tuesday, the HHC committee of the Municipal Labor Committee will meet at 8am on the issue of layoffs. We do not now know if any breakthrough is possible. Layoffs are still set for this Friday.

Our Department of Corrections Chapter will be meeting this Tuesday evening at the Union Office. Members from that Agency will be electing Chapter Officers. The meeting is set for 6pm and food will be provided.

The next HRA hiring pool for Staff Analysts will be this Thursday and will be for 12 jobs. List numbers up to 4176 have been called.

OSA Welfare Fund Trustees have met and are seeking a way to continue the health benefits for any members who actually are laid off. The members concerned will be contacted with details.

OSA Newsline - April 20, 1998

At a meeting with the Health and Hospitals Corporation last week, HHC laid out its best effort to save those of our members targeted for layoff. There will be a special transfer list created for transfers to fill vacancies between hospitals between now and May 1st and a recall list thereafter. New positions have already been found for five of our thirteen members threatened with layoff.

The due date for layoffs has now been moved to May 1st. HRA will begin to implement Auto Time and swipe cards in early May. Associate Staff Analysts in HRA are not repeat not to use those swipe cards. Continue to use a weekly paper time sheet.

The Transit Authority used the swipe cards to wipe out the five minute grace period last month, but the union plans on getting it back once we represent the Analysts in Transit.

A newsline silence on the negotiations to avert the HHC layoffs continues on advice of counsel. Those members on the list should call Donna Cohen for personal updates.

The Staff Analyst list has recently been certified to DEP and NYCHA and pools should follow soon.

Incidentally, we often receive calls from candidates who were knocked off the list for non-attendance at a pool. If you miss a pool, you must write a letter to the New York City Department of Personnel requesting reinstatement.

The Organization of Staff Analysts met with Labor Relations last week and on advice of counsel will not report the details of that meeting at present.

OSA members on the HHC layoff list can and should call Donna Cohen at (212) 686-1229 for a personal report.

Staff Analysts interested in a transfer should be aware of two open positions at FISA, the Financial Information Services Agency.

The first position is for a Systems Trainer. The flier cites a requirement to be familiar with a wide variety of current mainframe systems and be able to design and deliver training on those systems as well. You have to know Windows NT 4.0 and Word 97 plus have familiarity with computer board training. The position number is 127-98-0014.

The second job is for a Budget Analyst. You would need to be familiar with the budget cycle process and all its component parts. Required is experience with IFMS, RMDS report retrieval, Microsoft Excel, Lotus 123, and Word Perfect. The position number is 127-98-0015.

Other news. The Staff Analyst list is now into its fourth year of existence and the City has now appointed a number of candidates whose score is below 100. To our knowledge, no one yet has been appointed with a score below 99, although such numbers should be reached by this Summer.

There will be a Staff Analyst Hiring Pool at ACS and HRA within the next two weeks. Approximately 100 candidates have been called in. The current number reached is number 3862.5. If your number is below 3862.5 and you have not recently been called to a pool, call Sheila Gorsky at (212) 686-122.
